Permanent Visa

1. REQUIREMENTS

ELIGIBILITY

1.1. Conditions:

a) family reunion;

b) retirement residence transfer;

c) work as a manager or director of a religious or social assistance organization;

d) personal investment in Brazil;

e) intracompany transferee to work as manager, director, or executive;

f) person of extraordinary ability in the sciences, technological, research, or academic fields, with a job offer at a Brazilian research, scientific, or academic organization.

TERMS AND CONDITIONS

1.2. The permanent visa for family reunion of for transfer of residence to Brazil after retirement can be initiated through the Brazilian Consulate. For the other cases of eligibility, the request has to be submitted directly to the Ministry of Labour in Brazil.

Family Reunion

1.3. The following are eligible to apply for a permanent visa in order to join an immediate family member (Brazilian citizen or holder of a Brazilian permanent visa):

a) spouse;

b) unmarried, under 21-year old child;

c) unmarried, under 24-year old child attending college or pursuing graduate/ post-graduate studies (eligibility depends on reciprocity of conditions ruling same circumstances in country of citizenship);

d) incapacitated child;

e) unmarried, under 21-year old orphan sibling, grandchild, or great-grandchild;

f) unmarried, under 24-year old orphan siblings, grandchild, great-grandchild attending college or pursuing graduate/post graduate studies (eligibility depends on reciprocity of conditions ruling the same circumstances in country of citizenship);

g) incapacitated sibling, grandchild, or great-grandchild;

h) parents, if financial dependency is formally proved.

Residence Transfer after Retirement

1.4. Retired person able to transfer after retirement a monthly basis sum of at least US $2,000.00.

PROCEDURE UPON ARRIVAL IN BRAZIL

1.5. First arrival in Brazil must take place within 90 days from the date the visa was issued.

1.6. Registration with the Federal Police in Brazil is mandatory within 30 days after arrival in Brazil.

DOCUMENTS REQUIRED AND PROCEDURES

1.7. For applications based on family reunion or retirement, two-stage procedure applies.

1.8. The applicant (for family reunion or transfer of residence after retirement) must submit to the Consulate a letter informing the reason for moving to Brazil, together with the following documentation:

a) three visa application forms per applicant (Download here: Word_Format or RTF_Format), properly filled out (first and second pages) and duly signed (parents must sign for those under 18 years old and have their signatures notarized);

b) notarized copy of the identification page(s) of the applicant's passport;

c) three recent 5x7cm passport-type photographs of applicant, showing entire face (must be front view) in white background (snapshots and computer pictures are not accepted);

d) proof of residence in the consular jurisdiction;

e) recent non-criminal record issued by the local Police Department (i.e., applicant's place of residence) for the applicant and dependents above 16 years old.

1.9. Documents applicable for family reunion only:

a) sponsor's Brazilian I.D. and formal affidavit of obligation and support ("Termo de Responsabilidade e Manutenção") on behalf of applicant;

b) applicant's Brazilian marriage certificate or official court or state-issued document attesting to the different eligibility conditions identified under "Terms and Conditions" above;

c) birth certificate of other immediate dependent family members moving to Brazil;

1.10. Documents applicable for retirement only:

a) certificate issued by official institution attesting to applicant's retirement;

b) documented proof issued by pension fund provider of monthly pension income or by financial institution of a monthly income of at least US$2,000.00. In case of more than two dependents, an additional US$1,000.00 per dependent must be accounted for, from the third dependent on; and

c) statement issued by a financial organization certifying that the income can be transferred to Brazil on a monthly basis.

1.11. Except for the application form, extra-copy of all documents is required.

Once informed by the Consulate that application was approved (approval procedure may take about two months or longer), submission to the Consulate of the following documentation:

a) passport with a minimum remaining validity of six months (it must also have at least two blank pages available for the visa stamp);

b)Yellow fever vaccination certificate, as applicable, i.e., if applicant traveled within the last 90 days to any of the following countries: Angola, Benin, Bolivia,  Burkina Faso, Burundi, Cameroon, Central African Republic, Colombia, Congo, Côte d’Ivoire, Ecuador, Equatorial Guinea, Ethiopia, French Guiana, Gabon, Gambia, Ghana, Guinea,  Guinea-Bissau, Guyana, Kenya, Liberia, Mali, Mauritania, Niger, Nigeria, Panama, Peru, Rwanda, Sao Tome and Principe, Senegal, Sierra Leone, Somalia, Sudan, Suriname, Tanzania, Togo, Trinidad and Tobago, Uganda or Venezuela.  Please note that yellow fever vaccination is advisable if applicant's destination in Brazil includes any of the following States or regions: Acre, Amapá, Amazonas, Federal District, Goiás, Maranhão, Mato Grosso, Mato Grosso do Sul, Minas Gerais, Pará, Rondônia, Roraima, Tocantins,  south of Piauí, west and south of Bahia, north of Espírito Santo, northwest of São Paulo, west of Paraná, west of Santa Catarina and west of Rio Grande do Sul.

c) as applicable, polio vaccination certificate (only for children between the ages of 3 months and 6 years); and

d) appropriate visa payments.

1.12. The requirements listed are not all-inclusive. When processing a visa submission, the Consulate may request additional information/ documentation.

1.13. All supporting documentation that is not originated in Brazil must be legalized by the Brazilian Consulate. Copy of Brazilian supporting documents must be notarized by a Notary Public (“Cartório”) in Brazil.

CONSULAR FEES

1.14. The consular fee for a permanent visa is of Cnd $360,00, which must be paid by means of money order or certified cheque to the “Consulate General of Brazil in Toronto”. Cash will not be accepted.

1.15. Bearers of American passports will have to pay an additional administrative fee of Cnd $234.00.

PROCESSING TIME

1.16. The minimum processing time is of 90 days.

APPLICATIONS BY MAIL

The same requirements above apply plus a pre-paid and self-addressed envelope (only Canada Post “Xpresspost”, “Priority Courier” or “Registered Mail” will be accepted) and a processing fee of Cnd $18,00 per person (money order or certified cheque payable to the Consulate-General of Brazil in Toronto).
